It looks like rather some kind of encryption then hash.

Where did you get this data from? Do you have access to software which generates and/or receives this data?

I don't have access to software. It's email message. I asked the guy more info but got nothing. If it's encryption, where should I go and ask for help?

For successful decrypting you have to know:
1. Exact algorithm (or at least name and version of tool which was used for encrypting).
2. Password or public key.

Ask your guy again. Otherwise you can decrypt nothing.
